When you rub a balloon against your hair the balloon gains extra electrons and the hair becomes positively charged and the balloon becomes negatively charged, this is why your hair is attracted to the balloon.   


This water is flowing straight.


Now when you put the negatively charged balloon near the water the positive side of the water pushes to the balloon and the negative side pulls back, that is why it forms a curve.
